A single coat over primer does not produce a finished appearance consistent with the surrounding area. Two coats reflect manufacturer coverage specifications and standard workmanship.
Existing baseboard is in serviceable condition and can be removed in one piece. Detach and reset selected over remove and replace to preserve existing finishes where like-kind-and-quality replacement is not warranted. If material fails or is damaged during removal, line item to be revised to R&R with photo documentation.
Wall painted corner to corner following drywall repair. Spot painting limited to the patch area would produce visible variation in sheen and color due to the age of the existing finish and the impossibility of blending fresh paint into a partially aged surface on the same continuous plane. Painting to the nearest natural break point is standard practice for a workmanlike finished appearance.
